There are a wide range of 'free to download' content management systems available, which may or may not meet your requirements. On the plus side, they are quick to install; on the minus side, they can be very difficult to customise. They have an outstanding range of features, but the resources needed to process the features you don't need tend to slow your site down unnecessarily.
